No it isn't, there are new words added to the Oxford/English dictionary each year, words the dictionary deem relevant to be included in modern day speech, these words are announced each year by the dictionary and the news channels show these.

People might think I'm kidding! but I am not, this is how it is done and anyone else living in the UK would tell you the same.

I think what Ant is talking about is when they publish updated versions of the Oxford dictionary, which usually gets some column-space in the papers as they talk about what new words have been added to the dictionary each year. All it is, is the people who write the dictionary make a decision on what new words (i-pod for example) or slang words (minger, chav) warrant an inclusion in the current edition. The criteria would be if the word is a 'short term fad' or a word which will last for years to come.
