I don't know that there's actually an official process for it. I feel like the recipient of the title tends to provide the most input but, in the event that another poster suggests an all too appropriate name, that tends to get chosen. I still can't believe we didn't make dogz "Camel Shit."

There isn't an official process, but thus far the thing has generally worked so that other people suggest fitting titles and the person recieving the title chooses his favourite.
