As far as I know it's not supposed to mean anything. I'm not even sure if they are real words but only invented "language".

The song is dedicated to East Berliners, and the words are either the result of a cut-up or just words that Bowie thought sounded good but not necessarily meant anything. I read somewhere that Subterraneans, like Warsawa, uses words for their SOUND rather than for their meaning--something Bowie said he also did on the Earthling album a lot (recall the beginning of Searching for Satellites, with that string of seemingly unconnected words, which works very beautifully).
