Remember that the Pet Shop Boys bit was put in by them and NOT Bowie, importantly, I think Bowie was anti these new lyrics but was enetually convinced by the record company that is might sell better with the 'retro' lyric. Nonetheless, I would agree that the original is related to Major Tom.

Other than that Time Will Crawl is not related, but your points on NGO are really interesting.
