I find the ending of Looking For Water really annoying! (Where he kees repeating the phrase.) I don't know if I'd consider this his most annoying lyric, but it definately came to mind first.

The sisters fell back and said "Don't that man look pretty!"

"Zane, zane, zane, ouvre le chien"? it's not really surreal in its meaning but not knowing what is behind this, it would sound weird to open a dog.
b) most experimental lyric
"shelly, shelly, hummmmmmm" or whatever it is. but perhaps its rather chanting than experimentation...

i'd say "ch-ch-ch-changes" if it wasn't too obvious...

-After All. It looks silly written down, but the way it's sung and the effects put on it gives it quite a surreal twist.

-Bang Bang. The rest of the lyrics are pretty crap, too. This is also a candidate for most annoying lyric.

-'Heroes.' This is a given.

Then it will make you happy to note that 'Bang Bang' is not a Bowie lyric but a cover of an Iggy Pop song. I'm sorry, I get nitpicky when I'm tired.
