I'm not sure if he used the riff in the studio version of Dead Man Walking. I think it was something he just took out of the case for the acoustic sets. And of course the story behind the Supermen/Dead Man Walking riff is that Jimmy Page gave it to David when he was a teenager.
He longed to be an artist but balked at the necessary sacrifices

In a 1997 interview (I think the BBC Birthday Broadcast, the one with all the acoustic numbers), Bowie told the Jimmy Page story and mentioned he used the riff again in an Earthling song, daring the listeners to spot it.
Bring back Bowie's moustache!

Oh, you can definitely hear it there as well. It's just way, way tougher to recognize it as the Supermen riff, because it's used so differently -- the live recordings are just a nice little "bridge" in recognizing the similarity.

David Bowie: The Collection
One of the great Bowie rip offs is that of 'Boys Keep Swinging' and 'Fantastic Voyage'. Both have an identical chord structure and same key, but played at a different pace. And on the same album too!

I don't think you understand my situation, really. I work every week day, ten hours a day. Many times I work night shifts and weekend (extra). and my monthly pay is about 80 us dollars.  My only alternative is jail. (or death) I don't have money and have nothing to do about it, if I had the time I'd find some real job (which is illegal , by the way), but I just don't have time for it. I just have to wait until my service is over. (134 days left now )
I did manage to by this, but there aren't many songs in it...
