U2 fans petitioned for Slane after 40 minutes of footage had been aired on TV all around the world. With Bowie, only a handful of people have seen more than 1 minute of footage.
I think Bowie would be best suited to release a "live DVD sampler" of like 20 songs from all over his career and see where there is demand. Other groups have done this format, and that lead to further releases.
