Neither is Japan. Technically, Japan isn't even mentioned in the song, due to its lack of lyrics. I think some license for interpretation is due, given all geographical locations are simply convenient, though often arbitrary, labels used to distinguish one place from another.

not sings, but just got the dvd of videos and in the let's dance video, when the girl is scrubbing the road, that's here, our necko-the woods. but absolute favrite is 'spent a night in old kyoto.' also 'cyprus is my island' is pretty catchy

God - I am sharing my favourite island with Mike Oldfield  . But as he prefers moonlight shadows and I rather go for Ibiza's fantastic sunsets we probably won't meet.
Nena (99 Red Balloons) has a house fairly close to where I normally stay on the island though I have never actually seen here around. And Keke Rosberg lives in Ibiza as well, Finland's former Formula 1 World Champion. You must remember him, Sysiyo.
