Blackout was released in Japan instead of Breaking Glass, while Star was released as a single off Stage in the US.
And when talking of live singles we shouldn't forget Maggie's Farm (double-A-side with Tin Machine), Jao Jones Index and the live single versions of Survive and Seven released in the UK.

Now that Sys is one great idea and I think it's high time EMI did something like this for the real fans of Mr Bowie, plus it would most definately sell and is the perfect teaser release for buying both new remasterd albums.
Indeed, although it would be even better if it included the 1978 live The Jean Genie instead of Stay, but realistically EMI will be holding off tracks for the next reissue of the album (as depresssing as it is).

A few years ago Bowie said he would be releasing it, but obviously what he says is not something to always believe. And even if it is ever released it won't be released so close to the Stage reissue.
As an interesting thought, they could release a '1978 Live Earl's Court' live DVD and a live album in 2008 as the 30th anniversary of the tour.
