Easily:
Rock 'n' Roll Suicide - I'm not sure how it's possible for a song to be overdramatic and dull at the same time, but this one pulls it off amiably. The Jean Genie - Thowaway. Easily amongst the weakest glam-era tracks but yet it was released as single. Diamond Dogs - Hate is a bit too strong word here, but this piece certainly isn't as good as people seem to make of it. Who Can I Be Now? and It's Gonna Be Me - Dull, dull dull. Bowie was perfectly right to leave these off the Young Americans LP, it would have been immensely boring with these included. China Girl - Why? I'm not a fan of Iggy's version either, but this one is bloody rubbish. The 'chinese' riff is especially horrible. I Can't Read - Most people seem to consider this Tin Machine 1's finest moment... rubbish. Miracle Goodnight - Again, 'hate' is a too strong term, but still, I've never understood what's so special about this. I can hardly remember the lyrics, let alone the melody. Looking For Satellites - Would be a fine song if it wasn't for the 'nowhere, shampoo, tv, come by' -part which is terrible. Slip Away - Meh. Bah. Blah.
And pretty much everything off TMWSTW, Hunky Dory and Reality. The best numbers of the former two would have made a nice EP, while the latter shouldn't have been released at all.

Five Years — sounds too whiny to be impassioned. Cygnet Committee — just too long. Sense of Doubt, Neuköln — no beauty about them, rather harsh on the ear. We Are the Dead, Rock ’n’ Roll With Me — boring. almost all of Hunky Dory — flat, folky/singer-songwritery crap. Needs life that largely acoustic arrangements just can't bring. (Lone exceptions: "Changes," "Queen Bitch," "Bombers") Lady Grinning Soul — I don't know why; it's just never caught on me.

Life on Mars? - together with most of the Hunky Dory A side, there is too little excitement in it for me. Ziggy Stardust - it was never a single*, and I think it became a classic in hindsight just because of its name. A rather catchy chorus, but overall a very plain rock song. Sound and vision - the least interesting song on Low.
...I also think China Girl has aged badly - the opening riff may be the worst taste Bowie has ever displayed - but there also seems to be consensus about that. And the song makes an especially easy target for scoffing since it is a prime example of a "stolen" song (in the sense that the public think that the cover is the original).
*OK, it might have been a single in Japan or so, what do I know.
Hell, if waking up in the morning felt like this song sounds, I think I'd appreciate every day of my life a hell of a lot more. (guiltpuppy on 'Speed of Life')

But being overdramatic is what the song is all about! That's the point in the song! And I really can't see how it could be dull.
And China Girl? Well, it's not among my favorites, but it is still one of those songs where I enjoy Bowie's voice a lot.

Funny thing about China Girl. I used to really like it, cheesiness and all. Then two things happened:
a) I bought The Idiot. b) I got a crush on a chinese girl.
Yep.
And that's what happen when you type while vomiting.
