I picked Low, though I must admit it was a fairly hard decision. I'm actually reconsidering my vote. I love both albums dearly.

No filler on side one of Low, Without You on side one of Let's Dance. Granted it's tough, because I especially love the extended Let's Dance, but Low has Speed Of Life, Breaking Glass, Sound And Vision and A New Career In A New Town. If they were the only four songs on side one of Low I'd still vote for them. Like I said before, Let's Dance has Without You. But it's obvious Low will win a landslide one feels.

Music could've gone two ways in 1976 when it was made: Krautrock or Punk. So Bowie did both, committing fully to neither (don't be under any impression side one of Low is not punk) What makes it so alluring is that Bowie didn't understand either form.
I think that's a bit of an underestimation on Bowie's part Russ don't you? It's like saying Eno was entirely responsible for side 2 of Low and Heroes, Bowie just played on it and stole the credit.

This is an interesting pair for me, since I bought the two albums at the same time, and back then I liked Let's Dance so much better that I remember listening to Low about once (because I kind of had to, since I'd just bought it) and then listening to only Let's Dance for about the next few weeks. Only some time after that I learned to appreciate Low and now I think the whole album is much better than Let's Dance.
Anyway, on Low the side 1 is also the better side. On Let's Dance it's side 2. Modern Love and Without You are just kind of boring and the title track and China Girl... They're good, but I've heard them too much. Anyway, my favorite tracks on Let's Dance are Cat People, Ricochet and Criminal World, and they're all on side 2. So, easy choice, really.

Maybe Let's Dance has better memories. I remember playing Low when my parents divorced when I was a teenager. Which made the whole sfere even more dramatic.
