Outside Earthling Heathen Black Tie White Noise Hours
Sorry, but Buddha still doesn't feel quite like it counts to me. Unfinished isn't the word I'm looking for; maybe half-hearted? Sure, it's more adventurous and experimental than a lot of the above, but in a "I don't care quite so much about this silly soundtrack" fashion that leaves a lot of the tracks feeling hollow and weak. I'd call it a better album than Hours and maybe Black Tie, if only I could convince myself that it deserved to be called an album...

Buddha didn't count as an album to me for about a decade, but another 6 years on it's earnt it's stripes. I've even gotten over my loathing for SWWM after sticking out Buddha regularly over the past 3 years or so.

But it isn't, that's the whole point.
(However I admit it does sound a bit half-hearted. Well, maybe not so much half-hearted as just something he made for his own amusement. I mean, he recorded the whole thing in two weeks with Erdal Kizilcay, based on the stuff he wrote for the actual Buddha of Suburbia soundtrack. It sounds like Bowie having fun and making music for himself and not an audience. Which actually makes it the most extraordinary Bowie release since Scary Monsters or thereabouts).

And because he's having fun and not trying to force any particular idea or formula the songs are so effective. Only about half the songs are fully formed ideas, but I'd rate each of those songs as bona-fide classics with "Untitled #1" being the best Bowie single that never was.
Pain is hearing Bowie and Mickey Rourke trading rap lines on 'Shining Star (Making My Love)'. Yes, the actor Mickey Rourke makes an appearance on a David Bowie album credited as "rapper".

I made a CD of Bowie's 90s singles and added Untitled # 1 to it. It fits in perfectly. It would have made an excellent first single from the album and may have lifted the status of the album somewhat.
