He was born in Zanzibar because his Indian father worked in the British Colonial Office there. His parents were Parsi-Zoroastrian. The Parsi were descendents of Persians who emigrated to India a millenium ago, Their religion, Zoroastrianism was Persian in origin.

Given that Freddie's parents, grandparents, great grandparents (etc, for a thousand years) would have been born in India, I think it's safe to describe Freddie as Indian.
