This reminds me of the Mr. Show opening where David finds out that Bob's Grandpa Timmy is old, thus making Bob "part old," and thus a liability in "the coming age war."
There follows a sketch of a world run by old people, with "nice things, for the nice people" - which includes hard candy dishes at every street corner, mandatory 8 MPH speed limits, and, of course, testicular electrocution for the rapscallions.
Of course, I can't find it on YouTube.
