The task of a moderator shouldn't be to protect posters, it is to protect the board and the discussion going on. So the moment someone gets completly offtopic and posts just to insult someone would be the right to interfere and bring the discussion back on track. And normally some "Please calm down" PM should be enough for that instead of thinking of new rules, considering bans or deleting posts. This way just has to become some kind of board culture again.
