Bowie, born in 1947, would have had parents who directly experienced the war and thus that line is self-explanatory (to me).
There are also these lines:
"Daddy shouted loud at mummy"
"I will jump in puddles, laugh in church and marry my mum And I'll let my daddy do the washing-up"
These seemed to suggest some some of domestic strife, which I took to be abuse, though now that I think of it there doesn't seem to be any evidence to support that assumption.
