Excellent it is and far superior to both of the Bowie albums in question if you ask me. 94 release Sacrifice is in the same league and one of Numan's "forgotten" masterpieces.
Overall, Numan is definitely better than Bowie but head-to-head, I don't know how I'd decide between their albums. I would say that his more forgotten works are those from the mid80s onwards, since even few fans hold them in positive regard, while there seem to be a lot more who like his current dark phase.
