Bowie considered the track as the lead-off single, but decided against it since this was his 'comeback album', and making a cover song the lead-up wouldn't have been the wisest course of action. It was (again) considered as the fourth single, but in the end replaced by The Buddha Of Suburbia single.
And it's a damn good track. Though adimmitedly not the best track on the album in my opinion.
