I wouldn't call Berzerker brilliant, per se, but I think it's among the most consistent things Numan's ever done, and considering his infuriating tendency to relegate his best songs to b-sides, that still counts for a lot.

Also, trying to imagine Andy Dick as James Bond makes my brain hurt. I'm not sure I'd want to imagine it even if I could.
