No, it really wasn't. It was - and continues to be - painfully, obviously awful. It isn't up to the standards Bowie set for himself in the previous 30 years, it isn't up to the standard of other albums from that year, and it isn't even up to the standards of what you'd expect from the craven attempts of a former genius attempting to recapture past glories. There is no yardstick by which Heathen should be regarded as anything above a 4/10.
