Can't speak for Rare as I don't own it on CD ( it was never properly released on CD having been copied by some Japanese company and not very good soundwize ) but we have talked about the cover for CHANGESTWOBOWIE a while back, I personally think it's a very good photographic cover but he was approaching the end of his RCA days and Im inclined to think this cover shows him fed-up with RCAs ways.
