If I'm not too much mistaking, CD's at that point could include up to 74 minutes of music (I might be wrong, though).

I asked the chap who runs the classical music shop where I frequent once a week and he told me back then CDs were only allowed by EU law to hold up to 60 mins of infomation, obviously over the years and commonsense prevailing time has been added.
