Well the problem was that not all cd players can read discs that are over a certain length, There was one cd I had, which was stuffed to the gills and my car cd player refused to play the last track.
It is a bit like cassette tapes, they made c120's but they were so thin that the sound was poor and they were prone to breaking, and stretching. Sometimes it is best not to push the boundaries of a format too far.
The format and specifications of cd were set by the blue book standard though, I don't see where the EU could have been involved.
I haven't got a signature at the moment.
